Environment Day. The Environment Agency got back to me with the results of their investigations. Here’s a copy of their mail with my response:
Dear Mr Valarino
Thank you for getting back to me, although I am slightly puzzled by the results of your investigations.
First of all, the vessel and other items have not been taken out of the water. While no doubt a fair bit of the material sank, the boat is scattered in the same position as it was the other day. Here’s a photo from this morning:

Been like that for a few days now and I’m sure a site visit (or simply a trip to Watergardens car park) will show your investigators what I mean just as clearly.
Also it seems odd that the ground and rubbish around the boat:

Should suddenly ‘slip’ in such a way that the boat lands keel-down, and the surrounding material from such a wide area is dragged into the water with it:

Naturally I’d agree that there could have been some slippage, and then some tidying up afterwards, but if you look at the main photo, it seems difficult to see how the developers could have got all the material past the casino frame they’d recently built (see ‘Step 2′ by rolling your mouse over the photo at http://www.flickr.com/photos/andresv/523396207/ ).
Given the apparent instability of the land it must take a brave soul to drive that earth moving equipment around on it. Is the casino they’re building ok?
So again, thank you for getting back to me with the results of your agency’s investigations, but looking at the photographic eveidence from the past few days and today especially I think someone might be trying to give someone the runaround. Perhaps your investigators could re-examine the situation.

Thank you for bringingthis matter to our attention. Our investigations have revealed that this boat was not dumped into the water. Apparantly the bank of the reclamation slid into the sea due to the unconsolidated nature of the gorund and the wieght of the vessel. The vessel and other items have now been taken out of the water.
